Hadleigh Community Primary School is a caring, welcoming and inclusive school, in which we ensure that all children have an equal opportunity to participate and succeed.
The Equality Act 2010 defines disability as when a person has a ‘physical or mental impairment which has a substantial and long term adverse effect on that person’s ability to carry out normal day to day activities.’ Some specified medical conditions, HIV, multiple sclerosis and cancer are all considered as disabilities, regardless of their effect. Long term is defined as lasting, or likely to last, for at least 12 months.
The Code of Practice sets out the definition of special educational needs as follows: –
“A child or young person has SEN if they have a learning difficulty or disability which calls for special educational provision to be made for him or her.”
The changes in the Children and Families Bill affect the way children with special educational needs or disabilities (SEND) are supported in schools. The new approach began in September 2014 and places pupils at the centre of planning.
Fundamental to the new Code of Practice is the belief that children and their families’ involvement is central to securing the best outcomes for pupils with special educational needs.

The key principles of the new legislation are:
- Young people and their families should be involved in the discussion about the support they need, so they can share their knowledge and feed back to the school on the pupil’s progress.
- Education, Health and Care Plans (EHCP) now replace statements of SEN. New assessments for additional educational needs will follow the EHCP guidelines from September 2014.
- There is a single school based category for children who are classed as having special educational needs. At HCPS, this will be called SEN support.
